It's as simple as it means "I am not expecting anything from this relationship or whatsoever just so you know". It's more like a red flag warning but a subtle one.
And most likely this statement can mean two things;
1. He's lying, or
2. He doesn't care.
Expectations are always part of a healthy relationship. You must set healthy expectations. You should always expect your significant other to do their role in the relationship _quoted".

It's that true. As long as you both have decided to commit to a union in unison, then expectations become a top priority. We both have to come together to make this work! I expect this of you as my woman! I expect this of you as my man! And if they fall short, (weaknesses) then there is no problem. There is always room to grow (this person has to have the mindset to grow though).

But outside this, then you aren't in a relationship with someone who ain't worth it. Expectations to transform the relationship to a more intimate level (marriage) should be in view.
